USA Hockey Development League: What Parents Need to Know (2027-28 Launch)

USA Hockey's Congress approved the USA Hockey Development League (DL) at the 2026 Winter Meeting in Nashville. The DL is a network of 32 Tier I youth programs at the 15U and 17U age groups, launching in the 2027-28 season. Applications opened May 1, 2026, closed June 30, 2026, and selected programs will be announced October 16, 2026.

The DL is not a league in the traditional sense. There are no standings, no playoffs, no national championship. It is a collaboration of Tier I programs committed to following USA Hockey's American Development Model (ADM) guidelines for each age group. Programs keep their local schedules; what they share is the development framework, the player-advancement tracking, and the national visibility.

Timeline

- January 17-20, 2026 — Congress approves the DL at the Winter Meeting in Nashville. More than 350 hockey leaders attended.

- May 1, 2026 — Official applications open.

- June 30, 2026 — Application deadline.

- July 2026 — More than 80 applications received. All 12 USA Hockey districts were represented, with applications from 25 of USA Hockey's 34 affiliates.

- October 16, 2026 — Selected programs announced publicly.

- August 1, 2027 — First day of the inaugural DL season.

Selection criteria include past performance, commitment to player development, and history of player advancement. A full program guidebook was expected by early May 2026.

What the DL does

The DL formalizes the 15U and 17U path between youth hockey and junior hockey (USHL, NAHL, BCHL). Today that step is loosely structured — players get identified by scouts, not by a unified talent pipeline. The DL doesn't replace the USHL or NAHL. It is the layer underneath, where the 15U and 17U years become more deliberate.

USA Hockey president Mike Trimboli:

"The DL is the next step forward in advancing our high performance efforts in serving the hockey community. I commend the thorough process that took place to gather information and feedback from our affiliates, current Tier I operators, our partners in junior hockey, and the many other interested groups."

What changes for families

ADM compliance becomes a selection criterion. Programs in the DL must follow American Development Model guidelines — age-appropriate training, small-area games, skills-over-results at young ages. If a current Tier I program is not ADM-aligned, the DL rollout raises the stakes for catching up.

Girls' hockey is not changing at this time. USA Hockey's Girls Council reviewed the girls' developmental pathway and concluded no structural change is needed. The DL is a boys' 15U/17U play for now. Girls' programming remains governed by the existing affiliate structure.

Program evaluation gets a new checklist. If you are choosing a Tier I program for a 15U or 17U player:

- Ask whether the program plans to apply for the DL. Programs intending to apply are aligning training, scheduling, and development philosophy to ADM over the next 12 months.

- Look for ADM language in their published materials. ADM-aligned programs publish their age-appropriate training philosophy.

- Ask how they track player advancement. "History of player advancement" is one of the published DL selection criteria. Programs that move players to junior, college, and beyond will be the ones selected.

The context: where U.S. hockey is right now

The DL approval came in the same meeting where USA Hockey reported female player registration was on track to exceed 100,000 for the first time in the organization's history. The milestone was confirmed later in the 2025-26 season. The 100,000th registered female player was 13-year-old Joanna Gilligan from Millcreek, Utah, who plays in the Utah Mammoth's new all-girls league.

Since women's hockey was first played in the 1998 Olympic Winter Games, female participation in the U.S. has grown 257% — from 28,000 to 100,000+.

The DL is one piece of a structural reset across U.S. hockey. The USHL's announced western expansion (six new franchises in California and Arizona by 2027-28) is another. The 100,000-female-players milestone is a third. For parents and players evaluating the path forward, all three are converging on the same window.

What this means for coaches

If you coach at the 15U or 17U level:

- The ADM-aligned practice plans USA Hockey already publishes will matter more, not less.

- The DL selection criteria are now your competitive landscape. If you are running a Tier I program that wants to be one of the 32, you have until October 2026 to make your case.
